Founder and Managing Director

Elli Baker, Founder and Managing Director

Elli brings deep expertise and leadership in commercial and regulatory strategy, financial management and major project delivery in the energy and water sectors. She is passionate to deliver outcomes, make a difference and leave a legacy for future generations.

Elli is a C‐suite executive leader with more than 30 years' experience working across both the private and public sectors. She has delivered outcomes on more than $27 billion of major energy and water infrastructure projects for clients including Hydrostor, Aquila Clean Energy, Powerlink Queensland, Alinta Energy, EnergyAustralia, Fortescue, Plenary, Transgrid, WaterNSW and the NSW Government.

Elli holds a Bachelor’s Degree in Civil Engineering from the University of Sydney graduating with 1st Class Honours and the University Medal, a Masters in Finance from London Business School, and is a Graduate of the Australian Institute of Company Directors.

Elli has served as a non-executive director on boards for over 10 years. Her current non-executive director roles include for Hydro Tasmania ($1,690 million revenue, 1,400 employees), the University of Wollongong ($820 million revenue, 2,600 employees) and the South East Sydney Local Health District ($2.1 billion revenue, 11,000 employees).

Emily Scivetti,

 Emily has led complex supply chain, local content and health and safety strategies in both the public and private sectors including leading development of an offshore wind industry in Australia.

Emilly’s previous roles include Chief Executive Officer of Oceanex Energy, Commercial Manager/Deputy Project Director of EnergyConnect and Chief Operating Officer of the National Centre of Indigenous Excellence.

Emily holds a Bachelor of Business from UTS and a Diploma of leadership and management from Crown College.

Emily has over 20 years experience developing major infrastructure projects across a number of industries including transmission, renewable energy, transport, urban development and education.

She has influenced nationally significant projects and government energy policy.

Catherine O’Neill,

Principal Consultant

Catherine is highly regarded in the Australian energy market for her more than 25 years work with Government and private energy clients on economic regulation, energy policy, long term business strategy development and implementation, customer engagement, tariff strategy and design, energy forecasting and compliance. 

Catherine has advised on corporate and regulatory strategy, and customer engagement for Energy Consumers Australia and energy businesses including Powerlink, Alinta Energy, EnergyAustralia, Transgrid, SAPN, Endeavour Energy, Jemena, United Energy, Citipower, Powercor and AusNet Services. Prior to joining InfraFuture, Catherine held roles at the ACCC, AER, Networks NSW, Ausgrid.

Catherine holds a Bachelor’s Degree in Economics and Arts (Political Science) from the Australian National University.

Tom Davey,

Consultant

Tom is an experienced analyst supporting the delivery of major energy projects in NSW since graduating from university in 2023.

Tom holds a Bachelor of Politics, Philosophy and Economics (PPE) from the ANU.

Ty Christopher,

Ty is a distinguished and renowned NSW energy expert of more than 40 years experience.

Ty is currently the Director Energy Futures Network at the University of Wollongong, focussing on coordinated education and research into the future of energy supply.

He is former General Manager, Asset Management with Endeavour Energy with over 38 years’ experience in the electricity supply industry.

Ty led the introduction of new technology into the electricity supply industry; such as large scale battery storage, embedded generation, and digital asset management techniques.

Ty holds a Bachelor of Electrical Engineering, an MBA and is the author of numerous energy industry publications.

Naomi Rowe,

Naomi has more than 20 years' experience leading and delivering coordinated and integrated communications and engagement for major projects in NSW and QLD. In the energy sector this includes CopperString, HumeLink, and the Newcastle Gas Storage Facility projects.

Naomi has led the interface and coordination of activities with Government, delivered benefit sharing programs, and designed and delivered place management across regional communities in energy and water projects.

Naomi holds a Bachelor of Business/Arts from the University of Queensland and IAP2 certifications in Public Participation, Emotion in Outrage, Engagement Evaluation and Engagement Facilitation.
